biography

Mathieu Mori was born in Haguenau, France, in 1980. He has two children, Maïa and Margot. He holds an undergraduate degree from the Lille Institute of Political Studies and a Master’s degree in European Public Policy from University College London and a degree in history from Oxford University.

He began his professional career in Paris, in a public policy evaluation company, then in London, in a consulting firm where he defended the tax interests of a coalition of 800 NGOs.

After twelve years of occupying executive roles at the European level, Mathieu Mori has developed a wide network with the key European actors dedicated to democracy. Here, Mathieu Mori meets with the President of the European Parliament, Roberta Metsola, to discuss issues regarding the rule of law and the Neighbourhood Policy, which could result in fruitful synergy between the Congress and the European Parliament.

The Assembly of European Regions

In 2010, he joined the Assembly of European Regions (AER), becoming its Secretary General in 2014.

In this role, which he occupied for six years, he increased the AER’s political influence vis-à-vis European and international institutions, in addition to strengthening the AER’s partnerships with other networks of towns and regions. He led the rapprochement with the Congress and the Council of Europe by making full use of the possibilities offered by the role of statutory partner of the Congress.

Lastly, he managed a major financial crisis at AER, making difficult but necessary changes, which allowed the organization to maintain its rank among the major European territorial networks.

The Assembly of European Regions has historically been among those regional political associations with a presence on the Black Sea coast. Drawing on ties established over many years, Mathieu Mori took part in the launch of the European Alliance of Cities and Regions for the Reconstruction of Ukraine. This launch gave him the opportunity to discuss the humanitarian situation facing the city of Irpin with its mayor, Oleksandr Markushyn. Ukrainian local authorities and elected representatives stand shoulder to shoulder with their citizens, who are suffering greatly as a result of the Russian invasion. The Congress has an obligation to provide unwavering support to Ukrainian local and regional authorities in their struggle.

Interreg

In 2020, he was appointed director of the Interreg North-West Europe transnational cooperation program. With a budget of €310 million, it finances several hundreds of projects in European cities and regions. He had to, upon his appointment, deal with the crisis caused by Brexit and the program’s loss of its primary financial contributor. He then facilitated and finalized two years of negotiations with the Member States and the European Commission to lay the foundations of the Interreg 2021-2027 program.

Mathieu Mori is a manager committed to benevolent and trust-based management style. Throughout his career, he has always paid particular attention to equal opportunities and promoting gender equality.

During his spare time, he enjoys swimming and rowing.

Having been an organist in his youth, he is also a keen chorister. In painting, he enjoys most particularly the impressionists, especially the English painter William Turner.
